Spencer O. Perlman


Spencer Perlman, President of WSC, possesses over twelve years experience in Washington, D.C. providing government relations counsel to an array of clients and working as a senior aide to a Member of the House of Representatives. His areas of expertise include health care policy, health information technology, biomedical research, the federal appropriations process, and biosecurity-related matters. He is skilled in developing and leading strategic advocacy campaigns, providing detailed policy and political analysis, executing grassroots efforts, drafting legislation, and authoring strategic concept papers.

Since joining WSC in May 2007, Spencer has spearheaded several critical client initiatives concerning diverse subject matters, including health care reform, health information technology, oral health care, newborn and carrier screening for genetic disorders, personalized medicine, traumatic brain injury, and medical education. He works regularly with various House and Senate committees with jurisdiction over health care policy and federal appropriations as well as several federal agencies within the Department of Health and Human Services, including the National Institutes of Health and the Office of the National Coordinator for Health Information Technology. Spencer also has directed an expansion and strengthening of WSC’s reporting and analysis of legislative and regulatory activities.

Spencer joined WSC from Drinker Biddle & Reath, a prominent national law firm, where he served for two years as a Government Relations Director. In this capacity, he was responsible for creating and managing government relations portfolios and legislative strategies for various non-profit organizations, corporations, and state government entities. Spencer focused on several health-related topic areas, including: biomedical research, genetic testing, biosecurity, telehealth, biological engineering, and nuclear medicine and imaging.

Previously, Spencer spent four years as Legislative Affairs Manager at Ungaretti & Harris, a respected Chicago-based law firm, where he developed and executed legislative strategies and secured federal funding for health care providers, medical device manufacturers, biotechnology companies, and research universities. In addition to his work at the federal level, Spencer provided advice and counsel on various state-related matters.

From 1997 to 2001, Spencer worked for a former Chairman of the House Appropriations Subcommittee on Labor, Health & Human Services, and Education. Spencer served as the Chairman’s liaison to the Subcommittee as well as his Legislative Director. He participated in drafting the FY 2000 and FY 2001 Labor, Health & Human Services, and Education Appropriations bills and advised the Chairman on all health care, education, workforce, Medicare, Medicaid, and Social Security matters.

Spencer received his Bachelor of Arts degree in History and English from the University of Michigan at Ann Arbor in 1997.
